Bihar's Chief Minister Nitish Kumar reiterated that the purpose of the caste-based headcount is to get an estimate of the financial situation of all communities in order to aid in development work.

while talking to a media, he said, "We have demanded from the beginning that caste-based censuses be conducted across the country so that we can work on the upliftment of people from different castes".

During the 2011 Census, the government conducted a caste-based count, but it wasn't done properly and wasn't released. We asked them to do it right again, but they refused. All Bihar's parties sat down and decided this, Kumar said. We presented our views at the Prime Minister's meeting. A caste-based census will not be conducted by the Centre, but any state can do it if it wants. Since states cannot conduct a census, we are conducting a 'Jaati Aadharit Ganana' (caste-based headcount), he explained.

In terms of the preparations for the mammoth exercise, Nitish Kumar said all officials involved were properly trained, and a large number of people have been brought in.

He said, "We have asked all officials to count every single person properly. Some people live in cities, others live out of state, all the information should be recorded properly."

Additionally, the Chief Minister stressed that every family's financial status will be recorded, regardless of their caste or community. As a result, we want a proper estimate of the financial condition of families from all communities, which will help us decide what can be done for them and their communities" said Mr Kumar.

According to the Bihar Chief Minister, the state government is clear about its intentions: it wants to have a comprehensive picture of each individual's financial situation so that development work can be targeted more effectively. The Centre should also receive proper state data to support its vision of "sabka sath, sabka vikas" (everyone's support, everyone's development). Adding that, he said, "If there is poverty in a state, you will eradicate it."

"The full report will give us a clearer picture, which we will publish, circulate and send to the Centre if they think it will benefit the whole country. Otherwise, we will give them a clear picture of poverty in our state," he concluded.
