Odisha Reserves 10% of State Uniform Services Jobs for Former Agniveers
On September 12, 2024, the Odisha Cabinet, chaired by Chief Minister Mohan Majhi, approved a significant policy aimed at enhancing employment opportunities for ex-Agniveers in the state's uniform services. This decision introduces a 10% reservation for ex-Agniveers in all Group C and D posts during direct recruitment in various uniformed services, including police, forest, excise, and fire departments. The reservation is designed to be in addition to the existing quotas available for ex-servicemen
Key Features of the Reservation Policy
The newly framed Odisha Ex-Agniveers (Recruitment to Uniform Services) Rules, 2024 aims to provide ample job opportunities for ex-Agniveers, who are individuals that have completed their service under the Agnipath scheme. This scheme, launched by the Indian government, recruits young individuals for a short-term tenure in the armed forces, after which a portion is retained for regular service
Under the new rules, ex-Agniveers will enjoy several benefits:
10% Horizontal Reservation: This reservation will apply to all Group C and D posts in the uniform services, ensuring that ex-Agniveers have a dedicated quota for employment opportunities
Age Relaxation: Ex-Agniveers will receive a three-year relaxation in the upper age limit for these positions, making it easier for them to qualify for jobs
Exemption from Physical Efficiency Tests: The policy also exempts ex-Agniveers from physical efficiency tests, which are often a barrier for many applicants
These provisions are intended to facilitate a smoother transition for ex-Agniveers into civilian employment, acknowledging their service and training while in the armed forces
Rationale Behind the Decision
The Odisha government's decision to implement this reservation reflects a commitment to support ex-Agniveers who may face challenges in finding employment after their military service. By providing a dedicated quota, the government aims to recognize the skills and discipline that these individuals bring to the workforce
The move has been welcomed by various stakeholders who see it as a positive step towards integrating ex-Agniveers into the state’s workforce. It also aligns with broader national efforts to support veterans and those who have served in the armed forces
Additional Cabinet Approvals
In the same cabinet meeting, the Odisha government approved the transfer of 95% of equity shares of Gopalpur Ports Ltd. to Adani Ports & SEZ Ltd. This decision is part of a broader initiative to develop and expand Gopalpur Port, which has undergone significant transformations since its inception. Originally a fair-weather port, it is now being developed into an all-weather deep berthing seaport through a Public-Private Partnership (PPP) model
Moreover, the Cabinet also approved amendments to the OCS (RA) Rules, 2020, which will now allow unmarried daughters and stepdaughters of deceased government employees to be considered for compassionate appointments, thereby broadening the scope of support provided to families of government servants.
