WHY WE DON'T GET MUNICIPAL DRINKING WATER IN PRESSURE, PROPER QUALITY AND IN TIME?

Gov. of India has been spending thousand of crores in water projects, say in Uttar Pradesh the total budget of water supply and sewer was about 12000 crores in past five years, which is really a huge amount of money indeed. But unfortunately even after spending so much revenue we don't get the most basic utility of our life i.e. water -1. for specific duration, 2. in sufficient pressure (which is 7kg/cm2 as per CPHEEO manual) and 3. absolutely harmless safe water in customers tap.
please don't blame to any political party in the first place in this case, because, we must discuss it in two subsequent ways:

Firstly, whatever qualification certificates we own, it does not matter but, we wash our alto, brezza, swift and innova by fresh drinking water which costs around 5.5 Rs/ per kilo litter (1 kilo litter=1000 litter) for treatment. I dont think chlorine is essential for iron body of a car man.
I mean, really? should we wash our veranda, car, garden and even boundary wall and sometimes bitumen road in front of our houses in fresh drinking water?

Secondly, Gov. (whoever) has been always concentrating on EPC, i.e. developing the infrastructure means, laying pipe lines , construction of water treatment plants, installation of high capacity motors and so on. but what about it's maintenance? if a renowned MNC is constructing some infra and after completion of the project he is hand overing the project to the Nagar Palika Parishad, then it is neither possible for that small NPP to maintain the infra nor they are capable to do so technically. but in this all, whose money is being wasted? it's our money.
When we buy an expensive car, we don't only think about it's price but, we think of the price of fuel, annual maintenance charge, technical abilities and maintenance criteria. Similarly Gov. should think on O&M (Operation and maintenance) in the first place rather than developing new infrastructures.
If we able to maintain our existing infra properly, then it will be enough to serve mass in proper manner.
