NEW DELHI, August 27, 2022—Delhi Pradesh Congress Committee president Ch. Anil Kumar said that Excise Commissioners were shunted out frequently to make them scapegoats for the opaque decisions taken by Excise Minister Manish Sisodia at the behest of Chief Minister Arvind Kejriwal with the express purpose of making financial gains from the implementation of the corrupt Liquor Policy, when they raised various objections in the deal, though Sisodia claimed that there was no wrong doing in the implementation of the liquor policy, in the Special Session of the Assembly on Monday. He said that the frequent transfer of Excise Commissioners clearly establishes BJP’s consent to the liquor scam, after receiving their share of commissions from the liquor mafia.

Ch. Anil Kumar said that Ravi Dhawan, who was the Excise Commissioner for 19 months from April 1, 2019 to October 31, 2020, was shunted out 18 days after the Expert Committee, which was constituted on September 4, 2020, submitted its report on October 13, 2020 on the liquor policy. He said that Rahul Singh, who took over as the new Excise Commissioner on November 1, 2020 was removed three months later, on February 3, 2021, two days before a Group of Ministers, headed by Sisodia, was constituted to look into the new liquor policy, as Rahul Singh had apparently raised objections to certain clauses in the policy. Sanjay Goel, who took over as Excise Commissioner on February 4, 2021 lasted just a month, as he was removed from the post on March, 3, 2021 long before the Cabinet approved the report of the Group of Ministers, headed by Sisodia, on Delhi Excise Reforms, on March, 22, 201. He said that Arava Gopi Krishna, who took over from Goel, and his deputy, Anand Tiwari, were suspended by the Union Home Minister after the CBI named them in its case into the irregularities of the Delhi Excise Policy 2021-22.

Ch. Anil Kumar said that Deputy Chief Minister Manish Sisodia, who disregarded the advice of the Excise Commissioners to foist his own will in implementing the new Liquor Policy, cannot save his own skin, now that the CBI noose has tightened around his neck, with the Lt. Governor seeking report on dealy in action over CVC report on the renovation of class rooms in Government schools. He said that to divert the attention of the Assembly from the liquor scam, Sisodia, who also holds the Education portfolio, claimed that 700 “new schools” had been constructed, hired 19,609 teachers and improved the existing schools, but the truth was that 700 schools do not have principals and over 400 of them do not have vice-principals. Ch. Anil Kumar said that Sisodia will now be caught in the class room renovation scam as well.

Ch. Anil Kumar said that the Lt. Governor, who ordered the CBI probe into the Liquor Scam, has sought a report from the Chief Secretary over delay in taking action over a CVC (Central Vigilance Commission) inquiry report on irregularities in the construction of new class rooms at Delhi Government schools.

Ch. Anil Kumar said that though the CVC had submitted its report to the Delhi Government on February 17, 2020 about irregularities and cost overruns in the construction of the class rooms, the Kejriwal Government sat on it, lest the report would expose another major financial scam by the AAP Government. He said that with the LG taking a serious view of the delay in taking further action on the CVC report will inflict another serious blow on the Kejriwal Government’s honesty. He said that the CVC has found shocking irregularities in the class room renovation works, as without changing the tender specifications, construction cost was hiked by 90 per cent, which resulted in the cost escalation by Rs 500 crore. He said that the construction works also violated the GFR and CPWD works manual, and the works executed were shoddy and half-baked, which point to big corruption in the class room renovation works.
