A DESPERATE FRAUDSTER ARRESTED BY STAFF OF CYBER PS, NORTH-WEST
HE CHEATED INNOCENTS IN LIEU OF SELLING EXPENSIVE MOBILE PHONES AT DISCOUNTED RATES THROUGH ONLINE ADVERTISEMENTS ON OLX.
02 EXPENSIVE MOBILE PHONES USED FOR LURING CUSTOMERS & 03 DEBIT CARDS RECOVERED.
HE USED TO PURCHASE EXPENSIVE SAMSUNG MOBILES ON EMI BY PAYING A SMALL AMOUNT AS DOWN PAYMENT BY USING FAKE DOCUMENTS AND FURTHER SOLD THEM AT DISCOUNTED RATES THROUGH OLX ADVERTISEMENTS.
ACCUSED FLED FROM CHHATTISGARH IN 2020 AFTER BEING INSOLVENT AND STARTED CHEATING PEOPLE FROM DIFFERENT STATES, TO EARN EASY MONEY.
HE USED TO PROJECT HIMSELF AS A GOVT. OFFICIAL IN ORDER TO EASILY EARN THE TRUST OF CUSTOMERS/VICTIMS.
With the arrest of a desperate fraudster namely, Anurag Katiyar S/o Lt. Sh. Lalit Katiyar R/o Jawahar Nagar, Bilhaur, Kanpur, UP, Age- 31 Years, Staff of Cyber PS North-West solved a cheating case registered vide case FIR No. 48/22 u/s 420 IPC PS Cyber and recovered 02 expensive mobile phones used for luring customers & 03 debit cards used to withdraw cheated amount. He cheated innocents in lieu of selling expensive mobile phones at discounted rates through online advertisements on OLX. He used to purchase expensive Samsung mobiles on EMI by paying a small amount as down payment by using fake documents and further sold the same at discounted rates through Olx advertisements. Accused fled from Chhattisgarh in year 2020 after being insolvent and started cheating people from different states, to earn easy money.
Brief Facts and Incident Details:-
On 19.07.2022, a complaint was received in PS Cyber North-West vide Cyber Portal of MHA in which complainant namely, Sh. Saakaar Attri aged 30 years r/o Majlis Park, Adarsh Nagar, Delhi alleged that he wanted to buy a mobile phone on OLX. He saw an advertisement on OLX, selling mobile Samsung Galaxy S22 Ultra Green at discounted price. He talked to the alleged seller and on 29.05.22, purchased/received the same mobile Samsung Galaxy S22 Ultra Green from alleged person personally at Adarsh Nagar Metro Station in cash amount of Rs. 72,000/-. The alleged person projected himself as Sub-Inspector of UP Police to the complainant. On 14.07.22, his mobile phone was blocked by Samsung Company as Loan EMI against that mobile phone was not paid. After that, complainant realised that the said mobile phone was purchased on loan EMI, about which he was never informed by the alleged seller.
Accordingly, a case vide FIR No. 48/22 u/s 420 IPC was registered in Cyber Police Station and investigation was taken up.
Investigation &Team:-
Considering the gravity of offence and nature of incident, a dedicated team led by Insp. Vijender, SHO/ PS Cyber comprising of SI Vinod Dahiya, HC Manish, HC Gaurav & Ct. Anuj was constituted under the close supervision of ACP/Operations and overall supervision of the undersigned. The team was briefed properly and tasked to nab the culprits at the earliest.
As per the inputs and details given by the complainant, the team mounted technical surveillance and details were thoroughly examined. Accordingly, sources were deployed to gather local intelligence in order to nab the accused person. The suspect found to have no fixed address in Delhi & he found to be a frequent traveler in different cities and due to which it was difficult to trace him. But the team continued persistent efforts and raiding different locations. Based on information collected & analysis of details, a trap was laid down and he was apprehended, who was later identified as Anurag Katiyar S/o Lt. Sh. Lalit Katiyar R/o Jawahar Nagar, Bilhaur, Kanpur, UP, Age- 31 Years. Digital evidences related to the instant case were collected from his possession, including 02 expensive mobile phones and 3 Debit Cards.
During his sustained interrogation, he confessed his involvement in the instant case and disclosed that he started cheating innocents from different states, to earn easy money. After being insolvent in the year 2020, he left from Chhattisgarh and started purchasing expensive mobile phones on EMI basis, earlier in Mathura UP & later on in Delhi.
He further disclosed that he used to buy expensive mobile phones of mainly Samsung make, as getting loan was hassle free process, including easier EMI payment options, without much verification using various SIM Cards procured through fake documents. After availing easy EMI Loan after paying a small portion of the cost as down-payment, he used to post advertisements of these expensive mobile phones on OLX application after registering himself from different phone numbers in order to lure customers by offering a discounted price. When customers contacted him, he used to project himself as a Government Official so as to win the trust of the customers/victims and to establish the authenticity of his offer.
Innocent customers used to fall in his trap as he never disclosed about loan availed by him to purchase the mobile phones. After sometime, due to non-payment of the regular EMIs, Samsung Company used to block the mobile phones as a part of their pre-approved policy.
They further disclosed that he started cheating innocent persons in 2020 and have cheated more than 50 in the last 02 years. Further efforts are being made to trace his involvements in other similar incidents also.
Details of Accused Person:-
Anurag Katiyar S/o Lt. Sh. Lalit Katiyar R/o Jawahar Nagar, Bilhaur, Kanpur, UP, Age- 31 Years.
He mainly stays in Mathura and frequently travels in cities of Kanpur, Chhattisgarh, Punjab & Delhi. His father was a Govt. Servant in Chhatisgarh who died in 2020 and after his death, he came to Mathura and started purchasing phones on EMI basis. His wife left him in 2016 after about one year of their marriage. He has no fixed address & a frequent traveler in different cities.

02 Expensive Mobile Phones and 03 Debit Cards.
